Talk by Visiting Scientist Dr. Tianhe Sun
Dr. Tianhe Sun gave a seminar talk on the 26th of September concerning the “New Integrated Measures for Governing Groundwater Overdraft and Logic of Water Pricing Policy”. Dr. Sun, who took his Ph. D. at the China Center for Agricultural Policy in Beijing, is now an associate professor at the Collaborative Innovation Center for Beijing-Tianjin-Hebei Integrated Development (CCBD) of Hebei University of Economics and Business in Shijiazhuang.
In his talk, he outlined all measures for controlling groundwater overpumping in Hebei together with their pitfalls. An important result of his research is that the ratio of water price and marginal water production value determines the price elasticity of irrigation water. This has important consequences for control of water use via pricing. A more effective method of getting to grips with overpumping is the subsidized fallowing of winter wheat areas, which require most of the irrigation water. During his stay, Dr. Sun visited irrigation equipment in Switzerland.
